Stephen Allen oversees public relations, outreach, and education programs at the Pend Oreille Conservation District, managing communications strategies that connect local landowners, schools, and community partners with conservation opportunities. He coordinates outreach initiatives, develops educational resources, and supports efforts to increase awareness of conservation programs and natural resource stewardship throughout Pend Oreille County.

In addition to leading POCD's outreach efforts, Stephen administers the Forest Health & Community Wildfire Resiliency Program, coordinating technical assistance, cost-share projects, and landowner consultations with POCD's contracted forester. His work includes grant administration, project coordination, GIS mapping and resource planning support, partnership development, and collaboration with local, state, tribal, and federal partners to advance forest health and wildfire resilience objectives.

With a background in education, conservation program administration, and cultural resource management, Stephen works to expand community engagement through workshops, technical resources, and collaborative initiatives with the Kalispel Tribe, local school districts, and regional conservation partners. His efforts help further POCD's mission of promoting sustainable land management, healthy forests, and responsible natural resource stewardship across Pend Oreille County.
